    The Chief of Strategy and Capability is responsible for helping lead and support strategy execution and evaluation for Eden Housing, one of California’s premier non-profit affordable housing development and ownership companies. Eden operates statewide and has experienced substantial growth over the past five years and anticipates continued growth over the next decade.  The organization is committed to investing in and expanding on strategies to provide and preserve affordable housing in one of the most expensive housing markets in the country.  In addition to investing in the acquisition and development of individual affordable housing developments, Eden has engaged in three substantial merger/portfolio acquisitions in the past decade.  Beyond the bricks and mortar aspects of our work, Eden has invested in services programming to support its resident population to achieve stability and economic success.  Eden is seeking a Chief of Strategy and Capability who can facilitate strategic direction through the implementation of systems, and infrastructure and technology platforms that help Eden and its affiliates assimilate the growth it has already experienced and lay the ground work for continued substantial expansion to meet the pressing affordable housing needs in California. 


    Eden is committed to its mission of providing high quality, well-managed, service-enhanced affordable housing that meets the needs of lower income households throughout California.  Founded in 1968, Eden owns and operates a portfolio of more than 8,500 units and has 360 employees.  Eden is recognized throughout California and nationally as a leader in affordable housing policy and practice and has established its capacity to serve as a long-term owner and manager of affordable housing.  Although Eden has attracted some foundation capital in support of its residents services programs, our focus has been on being a self-sustaining entity that leverages the value of its portfolio, ongoing revenue and asset base to run its $1.5 billion real estate portfolio, invest in new housing and resident services. We plan to continue to invest in our growth and the CAO will be a critical part of the decision making framework for new investment and expansion, providing key analytics and helping to “connect the dots” on planning for, testing, scaling and implementing new strategies.


    This position will report to the President/CEO and have both internal and external facing responsibilities, ranging from client and project management (business development framing of key approaches, high-quality customer delivery; written products) to administration (information technology, reporting facilities) and human capital (HR/recruiting, mentoring, talent development, career progression). The position will partner closely with the President/CEO to chart Eden’s future growth and strategic response to an ever increasing demand for affordable housing. The position will be responsible for development and leadership of Eden’s strategic practice by working with cross-functional teams in a highly collaborative and team-oriented environment with the aim of delivering improved results financially and expanding our capacity to meet the needs of California communities and our residents.


    The position is responsible for driving complex strategic initiatives across Eden. Reporting to the President/CEO the position is responsible for providing a corporate level view on a select number of high-priority strategic issues facing the company.


    As a member of EHI’s top executive management team, the position is considered to be an integral part of the Executive Team.  The Chief of Strategy and Capability is responsible for leading and implementing company policy, for specific oversight of Human Resources, Training, Information Technology, and other critical infrastructure functions to support the achievement of the Mission.

    Essential Duties & Responsibilities



    Strategy Implementation and Measurement:


    • Help drive organizational planning and strategy and ensure that the overall organizational infrastructure can support the strategic direction of Eden and its affiliates.
    • In partnership with department heads and the CFO, monitor and evaluate Eden’s investments in strategic program initiatives, including evaluation of social impact outcomes and return on investment.
    • In partnership with the CFO, provide the CEO with key performance analytics of the business lines – real estate development and ownership, property management and resident services.
    • Benchmark Eden against industry standard and best practices and work with the Executive Team to assure Eden remains “Best in Class”.



    • Demonstrated experience partnering with President/CEO to move an organization forward with strategic initiatives and build appropriate people and systems support.
    • Senior leadership role managing and advocating organizational change.
    • Ability to achieve result for the organization with and through other people utilizing creative and innovative solutions.
    • Ability to develop strong peer to peer relationships to support and enhance business activities by supporting the infrastructure the line of business utilizes day to day.
    • Strong communication skills that facilitate team building and enlist peers and others to engage in change and problem solve.
    • Develop and set quality and performance standards for lines of business and create systems to monitor and continuously improve operations.
    • Develop thought leadership around specific key topics/emerging practice areas.

    • Structure and lead teams to deliver outstanding client work




    • Responsible for leading implementation and support of technology platforms to support the Eden’s work, business analytics, reporting and performance interface with lenders and investors and customer service functions with Eden’s resident customer base.
    • Responsible for ensuring technology infrastructure is cost effective, state of the art, and furthers the strategies and business plans of the organization. Ensure the promotion of quality and drive business value through internal and external IT policies and procedures, and to ensure high quality service delivery and ongoing support.



    Human Resources:

We work in a highly competitive hiring environment and this position will oversee the critical function of talent management.  It will oversee the Human Resources department to ensure development and implementation of an effective HR program that supports the human resource and talent management needs of the operating lines of business.

    Business Infrastructure

    • Identify best practices and improve internal systems with an eye toward future needs and budget realities
    • Upgrade and implement an appropriate system of policies, internal controls, and procedures
    • Responsible for directing all the administrative, compliance and other systems functions of the corporation in accordance with industry standards, and where applicable, regulatory agencies.
    • Responsible for ensuring development and documentation for all critical processes within the organization in the functional business areas of Property Management, Real Estate Development, Resident Services, and Finance/Asset Management.
    • Responsible for ensuring lines of businesses have the appropriate tools and systems to operate
    • Corporate Governance – Compliance – ensure corporate (as distinguished for real estate portfolio compliance) compliance management function is in place to ensure Eden is complying with regulatory requirements and that the company and its employees are complying with internal policies and procedures (e.g. managing Board(s), filings, certificates of good standing, coordinating required insurance with CFO, etc.)
    • Office Management and Administration –Ensure appropriate staffing for office support, reception, IT support and other administrative functions.




    • Provides direct supervision to the VP of Systems and Infrastructure, SVP of Human Resources and others as deemed appropriate or necessary to build out the organization’s infrastructure.
    • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and supervising the training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
    • Cross functional responsibilities supporting CFO, SVP of Real Estate Development, SVP of Property Operations (property management and resident services), and VP of Communication and Advocacy.



    • Position will work with CEO, SVPs, CFO and others as appropriate to facilitate Board reporting and analysis of key objectives through key operating committees of the Board including the property operations and resident services committees.
    • Position will work with CEO to assure effective board interface with respect to strategic planning and oversight of implementation of key corporate initiatives.



    • Four-year degree in Business, Real Estate or related field.
    • Advanced degree (MBA, Masters of Public Administration or other similar degree) strongly preferred.
    • A minimum of 15 years of experience with demonstrated record of success in prior position, producing results with large complex businesses
    • Demonstrated experience partnering with CEO and Executive Team to lead strategy implementation, process improvement and technology platforms
    • Demonstrated experience in development of systems, policies, procedures and infrastructure for corporate expansion in a broad geographic context.
    • Experience in affordable housing and/or real estate preferred but not required.
    • A minimum of 15 years of supervisory experience with at least 3 of those years in high-level department management.




    Must have reliable transportation, a valid California Driver’s License and vehicle insurance. 



    • Proven ability to direct corporate wide activities; lead by example; formulate and execute company-wide goals and objectives and assess achievement.
    • Superior leadership and management skills with emphasis in strategic thinking and innovation
    • Collaborative working style; team building approach.
    • Effective oral and written communication skills, and ability to represent the company to public officials, financial institution representatives and community groups.
    • Process improvement background with emphasis on development of systems and infrastructure
    • Strong financial background and attention to detail to prepare, forecast, review, evaluate and interpret various reports and studies, e.g., monthly progress reports, cost analyses, etc.
    • Computer proficiency, particularly Excel, Word and specialized programs such as YARDI.
    • Experience working with diverse groups, i.e., staff, residents, boards, outside contacts.
    • Commitment to the Eden’s mission, values, goals and philosophy.
