Under the direction of the Senior Director of Asset Manager or Asset Manager, this position will be responsible for understanding and overseeing rent increase requests based on the regulatory program requirements specific to each property in relation to rent increases. The Budget and Revenue Analyst position will keep current with industry changes to the Section 8 Renewal Guide and other regulatory updates which may impact the work to be carried out. Additionally, this position is responsible for ensuring consistent measures are considered in relation to Section 8 Project Based and Tenant Based Voucher rent increases. Other Duties may be assigned.

The Payroll/Human Resources Specialist will process bi-weekly payroll using online payroll service. Must maintain ongoing maintenance of payroll system GL interface to ensure accurate collection and output of custom payroll reports and data; development of payroll reports using system report writing function, ongoing auditing, analysis and reconciliation of payroll data and reports; and maintenance of payroll records and files.   The Payroll/Human Resources Specialist provides broad professional HR services to all Eden Housing managers and employees in the areas including (and not limited to): Payroll, Benefits, Employment and Policy Administration/ Compliance. The Payroll/Human Resources Specialist is responsible for excellence in customer satisfaction and operating cost efficiencies for functional areas and serves as a resource to both managers and employees. Provides supports to the other members of the human resources team, as needed.

Under the direction of the Property Supervisor, the Community Manager is responsible for the overall operation of the property, and the day to day implementation of those policies, procedures and programs that will assure a well-managed, well-maintained building within established management operating and fiscal policies and assuring compliance with all regulatory agencies and investors.  This includes developing within the project a supportive environment for all residents, assuring the project's sound fiscal management, maintaining an acceptable occupancy level, maintaining a clean, well-maintained building and grounds, managing the onsite staff and their duties, interacting with and supervising vendors, and if applicable, working with a Board of Directors.   The Community Manager must relate well to people, must exercise good judgment and discretion in dealing with residents, visitors, vendors, and staff.  The Community Manager is required to provide leadership in developing a community and in directing the staff.  The Community Manager is expected to facilitate a staff that functions as a team and is cooperative with each other, the residents, and visitors to the property.   The Community Manager directly supervises one or more employees in accordance with Eden Housing’s policies and applicable laws.        Community Managers who live on-site will be responsible for performing all of the duties and responsibilities listed in the attached Night Manager job description that includes responding to all after-hours emergencies or building problems that arise.

Under the direction of the Property Supervisor, the Community Manager for Permanent Supportive Housing Communities must develop a high level of property management services performance standards to ensure that there is a difference between property management focused on assets vs person-centered property management focused on customer service and tenant retention.   The Community Manager must be flexible and tolerant of behaviors associated with persons struggling with behavioral/mental health challenges and willing to support housing retention initiatives.   The Community Manager will collaborate with Resident Services and/or third party service agencies to ensure effective partnerships regarding the social service needs of tenants, including participation in relevant property management/resident services meetings. The Community Manager must provide competent conflict resolution and have practical de-escalation skills.   The Community Manager directly supervises one or more employees in accordance with Eden Housing’s policies and applicable laws.       Community Managers who live on-site will be responsible for performing all of the duties and responsibilities listed in the attached Night Manager job description that includes responding to all after-hours emergencies or building problems that arise.

Under the supervision of a Resident Services Manager, the Resident Services Coordinator is responsible for assessing resident needs, developing and/or identifying programming to meet those needs, making resource information available to residents, and providing linkages to needed services for low-income residents living in affordable housing developments. The ability to effectively coordinate services for residents directly impacts the organization’s mission statement in that it allows residents to maintain their housing for longer periods of time, enhances their quality of life and provides for greater incidence of safe, affordable housing for the populations we serve.
